You need a cheat device or an e-reader.

You could also get him from some special disc on pokemon colluseum.

1) Mystery Events

2) Hope you have a GameCube! If you pre-order pokemon colossem, it comes with that bonus disc and it gives you Jirachi and other cool stuff for Colosseum-dont 4 get you need to beat the game to trade the saphire and Ruby versions.

People say you have to find the wish tag in the game so far nobody knows where it is.

And if you find the wish tag got to mossdeep city and look for the white rock near the space center and press a you will then battle Jirachi.
