No, both of them cannot be bred, like all other legondaries. Sorry

some legendaries CAN be bred, for example, Arcanine. technically it is a legendary but technically it is not...

Actually no legendary Pokemon can be breaded unless if the legendary Pokemon can evolve like Volcarona and Zoroak but I think those are the only evolvable Pokemon.

Legendary can't breed with ditto expect manaphy and phione
But phione can't evolve to manaphy but it still can breed
