I can answer one of your questions. You can catch Chimecho at the highest patch of grass on Mount.Pyre.

P.S. Have patience, it takes a while to find Chimecho

billybobfred answered:

1. Yes, with a code, but you can't use it that way.

2. Only once. After you catch/beat it it's gone forever.

3. Talk to the guy in the easternmost house in Pacifidlog, if he says he can see Mirage Island go outside, surf east and you should run into it.

4. Chimecho? Never heard of it.

5. Feebas...well, I don't think the saying matters. Just battle trainers until you find a trainer with one, then check your Pokédex. It'll tell you where it is, presumably because the trainer told you. Go there. You'll probably have to Surf or fish.

Sapphire1993 answered:

I can answer question 2, if you faint him only.

The PokéManiac answered:

I can anwser two questions.

4. you can catch Chimecho at the top of MT.Pyre and be patient, trust me he is hard to find but if you don't see the grass then look on your left or right which ever you prefer and go through a little passageway and there you will find the patch of grass to find Chimecho.

5. In order to get a Feebas you must tell the word fan at Dewford hall and make him like either Cold Money or Natural Flowers and then go to route 119 or by Fortree city look in a couple of corners and thier you should find Feebas.

P.S.He is an easy catch, you just have to throw an Ultra Ball and he is in the bag.

Just because not all the answers where full or correct (I only have one gameboy and no friends so I don't have any info on eon but I you can get it on e Reader):
2. Is it true that you can get Latias/Latios 1 time?

For Pokemon emerald you can get both Latias and Latios but for sapphire and ruby you can only get one, not both.

3. How do you get to Mirage Island?

Mirage Island has a certain number that changes everyday and if your pokemon's id number matches it then the guy at Pacifidlog will say he sees mirage island so this will help if you have traded with a lot of different people.

4. Where do you catch Chimecho?

Above answer is correct, top of Mt. Pyre and very rare.

5. I can't get Feebas what saying do you have to say to the dude in Dewford Town?

You don't have to say anything to the guy in Dewford Town to catch Feebas, I suggest on a day you set your whole day to this catch and start with one spot on the river and keep fishing about 3 times per spot, I did this and got lucky it took less than an hour. I also suggest you save before and if you find the tile remember it to make sure it's either a girl or of right nature to evolve into Miltic (has to like Dry berries).
