How do I get to the 4th gym leader??

The fire one? You'll need to go to the mountain car and take it all the way up to the top of the volcano. Then descend the mountain side and you'll arrive in the 4th gym leader's town.
To make it simpler, first, you need to take the cable car found if you keep going left of the sandstorm before entering it through the bottom. If Team Aqua is blocking it, go through the cave. You need to beat Team Aqua. After you do so, try again. It will be unblocked. Now, go up. Go down after arriving, and you should be in a forest. Keep jumping down the ledges. After you are done, when you go out, you will see some ledges on the right. DO NOT JUMP THEM! Instead, go to the left and Ta-the! Hope this helped!
