You need to head North of Mauville City, to Route 117, then head to Route 112. When you get the Route 112, there will be Team Magma or Team Aqua grunts blocking your way you need to go Meteor Falls first which is through the cave past the town, once there and you chase after Team Magma/Aqua back to the cable cars and take one up to the top of Mt. Chimney. Do battles there against Team Magam/Aqua for the meteorite. Once done with that head South down Jagged Pass and you'll end up in Larvaridge Town which is where the 4th gym leader is.
