Go to the Contest Hall in Slateport City, and talk to one of the girls.

She will give it to you.

Go into the Slateport Contest Hall and talk to the little girl to the left as you walk in.

Go to the poke contest in slateport talk to people until you find the guy who has the pokeblock holder.
