Good thing you asked, because I know just what you need!!!

Let me begin... Deoxys is a Pokemon that exists in Pokemon Fire Red and Leaf Green (two new Pokemon games coming out on GameBoy Advance)-- the very idea of it existing in Ruby and Sapphire is a painful one, because I have all 200 Pokemon except it and Jirachi. Still, I don't think Deoxys has anything to do with Jirachi-- I could be wrong-- but realize that if he/she/it can be found in R/S, it must be in some secret way. I'm investigating that now.

For some reason, I keep thinking that Deoxys is a Grass-Type.

Extra Info: Wanna know if your Pokemon in Ruby and Sapphire is shiny?...... I know the whole process, how the data chip determines whether or not the pokemon is shiny. But I will tell you four things that help you recognize shinys:

1. The Pokemon is of an odd color unique from it's original, and is different.

2. The Pokemon sparkles with stars around it when it is sent into battle.

3. ( This effect is only applied in Ruby and Sapphire) The Pokemon's ID # is yellow, not white (Not the Trainer ID).

4. You can't flee the battle.

Shiny Pokemon only exist in these Versions: Gold, Silver, Crystal, Ruby, Sapphire, Leaf Green, and Fire Red.
