Hey, were can I get a moonstone in Pokemon sapphire?!

From a Wild Lunatone, or I believe you can find one in Meteor Falls.
There's a couple. You can either capture, or use steal, on a wild Lunatone. They don't always have one attatched though. Alternatively, find one in Meteor Falls.
A lunatone sometimes have one try capturing one or stealing from one.
There's a moonstone on meteor falls after entering the entrance near fallarbor
Go up the stairs above and get the item if it's not a moonstone then go down the stairs go left and go up the stairs the moonstone is there.
You can get them by using thief on lunatone (or catching it) and you can also get one in meteor falls. :-)
