How do you catch Horsea? I am on the area to catch Horsea? Do you have to fish or surf? Because every time I surf, I end up with Tentacool and evry time I fish, I end up with Wailmer.

You got to fish, Horsea is kind of rare so you got to fish for a while (you'll find it sooner or later).
You use the Super Rod and fish for it just a little bit west of Pacifidlog Town it is sometimes holding a dragon scale if you evolve it to a Seadra and trade it with it holding the dragon scale it will evolve into Kingdra he/she is ragon/water type he's/she's good, mine's lvl. 68 it rocks!
I have fished in the rapids with the super rod to get Horsea.
