Can you catch Jiratchi/Deoxis without a cheat cartridge or Action Replay?

Yes, but unfourtunatly everything comes with a price.

1-Jirachi: You have to have a:
A-GameCube.
B-That thing that you connect between the Gameboy and Gamecube.
C-Pokemon Colissium (the 1 that comes with a BONUS Jirachi Disc).
connect the GC with the GBA then put the jirachi disk into the gc and the pokemon s into the gba and trade Jirachi somehow. (I don't have a GC so I don't know how it works)

2-Deoxys: You have to have:
i-Another GBA.
ii-Pokemon Fire Red/Leaf Green.
iii-A GBA link (the wireless adapter wont do).
catch Deoxys in fire red/leaf green and trade it with a Pokemon in Ruby/Sapphire.
