Everyday there will be a random code and if its your Pokemon who has the same code you can see the Mirage Island. So if you saw Mirage Island be sure to catch plenty of Wynaughts, because the next day it will be gone and has a different code.

There is no such thing as a Mirage sensitive Pokemon, it depends on what the code is e.g. on Kirla's data on the Pokedex. It says it can create Mirages but it can't.
