When does sceptile learn false swipe

I have a sceptile at level 51 and someone told me that he can learn a move called false swipe and it leaves the Pokemon I'm fighting with 1 hp

He probably can learn false swipe, I'm not exactly sure, but I do not think that False swipe leaves the opponent with 1 hp.

Well for 1 the move false swipe dosnt leave them with 1 hp. The move may hit more than once but isnt that good and you can find the tm

He does learns it at lvl 59. The move COULD leave the target with 1 hp but it isn't always what happens

No... The purpose of False Swipe is really to leave 1 HP of your oppenent.....

It's the very last move he lerns but he lerns it at lvl 59

It learns it at level 59, and it's a good challenge for catching legends, and it helps alot. I used it to catch Deoxys, Mewtwo, Zapdos, Articuno, Groudon, and Kyogre. For Raquaza, Giratina, and the others is impossible with an Ultra Ball (Mewtwo, Moltres, and the other two bird Pokemon I caught with great balls) FALSE SWIPE HELPS!

Flase Swipe does leave your opponenet's Pokemon to 1 health point I've personally used it to catch Kyroger It is the best tool to catching Pokemon (To myself)

It leaves at least 1 hp if you use it.

I believe it leaves the user with 1 no matter how much the target had so it is useful for catching pokemon

Yes he does learn false swipe , the attack leaves the foe with 1hp or more
