Where and how do you get fly and surf?

HM03: Surf: Defeat Norman and he will direct you to Wally's house. His parents will give you the HM.

HM02: Fly: Drive the Magmas out of the Weather Institute and get the Castform. When you cross the next bridge, May will appear and battle you. If you win, you'll get the HM.

You get fly from your rival on route 119 after you beat him/her. You get surf from Wally's parents.

You can get Fly on Route 119, but you can't use it until you've beaten the right Gym.

You can get Surf in Petalburg City, from Wally's Dad who lives in Wally's House, only after you have beaten your Dad in the Oetalburg Gym.
