Question for Pokemon Sapphire

I have a question about the Battle Tower. I Have a level 69 Kyogre and a level 70 Rayquaza . How come I cannot enter them in the Battle Tower?

The Battle Tower will not take Eggs, Kyogre, Groudon, Rayquaza, Jirachi, or Deoxys.

BattleTower only accepts the common Pokemon and some rare ones.

Sorry to tell you this bud, but Legendary Pokemon can't be entered in Battle Tower - with the exception of Latios and Latias.

You cannot enter Kyogre, Rayquaza or Groudon in Battle Tower because they are Legendary. But you can enter Latios, Latias, Registeel, Regice and Regirock.

Didn't the lady tell you? When you try to enter a Super Pokemon in battle tower, the lady will tell you that Super Pokemon can't enter. I guess it's because they're just cool like that.
