I gave the red orb to the people and how do you get it back

You can't get the blue orb in ruby. You may only get it in Sapphire or Emerald. Once you have been able to give the red orb back to the people on top of Mt. Pyre, your mission regarding them is complete. You can't get the orb back, but that's ok, because they are useless to you now.
