Question for Pokemon Ruby

I have two questions:

1. What pokemon are best for lv. 50 Battle Tower, And their moves?

2. How many times do you have to beat Lv. 50 and 100 Battle Tower to get a shield from each because I have beaten Lv. 50 Battle Tower 38 Straight and have not gotten a shield yet.

P.S. Sableye Cannot learn Crunch as an egg move X.

1. Latios- luster purge- fly- earthquake, ice beam
Wailord- surf- dive -earthquake- ne as ur choice
blazakin- blaze kick- earthquake- fire blast- ne of ur choice

2.50 time straight for a silver and 100 straight for a gold

1. Any Pokemon are certified if they are in level 50, there moves should be just powerful attacks no poisoning, confusing attacks because it is useless.

2.You have to win 50 matches to get a Silver Sheild and 100 to get a Gold Shield.

1- My team is ninetales, level 50, Scarmory, level 50, and Wiscash level 50. I forgot most of the mooves, but here are the ones I remember...
Ninetales: Wilo-wisp, Flamthrower
Scarmory: Fly, Iron Tale
Wiscash: Earthquake, water spout
