Question for Pokemon Ruby

I sorta cheated and stole my friends jirachi and since then ive given it o my brother and the rocket launch now says they have launched 9999 times I've only played it for just over 30 hours and last time I played the game I played for over 60 hours and it launched 5 times can anyone explain please I'm confused.
