I have two questions. The first one is what is elite 4. The second one is which Pokemon knows the move toxic.

1) The Elite Four is the final challenge after you beat the 8 gyms across Hoenn. You must face four very powerful trainers each having 5 extremely powerful Pokemon, and then a champion with 6 Pokemon who are even more powerful.
2) If you trained a Golbat long enough it would probably learn it. Any poison type will eventually learn toxic.
1. The elite 4 is five trainer you must beat to pass the game.
2. A poison Pokemon use the tm
The Elite Four is a place were you battle once you collect all 8 badges. Well I am pretty sure that Gastly knows it. Not sure.
