Question for Pokemon Ruby

How do you get to Mirage island? I only know that it is real and that you ask this guy in Pacifidlog. I ask him EVERY day. But he keeps saying I DONT SEE MIRAGE ISLAND TODAY?

You could get to Mirage Island if one of your pokemon break stat is 0. Each day it changes. you can try deposit your pokemon in your pc and that changes the number. If you get lucky it will be 0. But the question is how do you see the break stat number.
