Question for Pokemon Ruby

Hi,

Can someone please tell me where I can find TM 28 (Dig)?
I am in the underwater cave trying to unlock the chambers to the Regis but apparently I need dig for this and havent been able to find it.

You can find the Tm dig in falabor (think thats what it's called) town, go into the fossil maniacs house and talk to his little brother. Hope I helped x
