It's not atime, you have tothave the right combonatian of Pokemon for him to see it, but the combination is unknown.

There is a chance, when you have lots of traded Pokemon (with different trainer ID's) in your bag, that the mirage guy will pick one of your ID's, and he will say he'll see the island, and then you just surf west untill you find it.
