Go to the city thats in the middle of the water(Pacifilodg)then surf east along the rocks until you finally find a opening in the rocks go into the opening and surf north through the opening. Once through the opening surf weast(left) and from there just follow the water path with rock boundaries to a small patch of land with a cave entrance on it. Go into the cave and climb the stairs then go out through the door. After you exit go west then north and there is the sky pillar.

NOTE: This is all AFTER beating the eliete four in ruby and saphier!!!!
