Is it possible to trade from LF or FR to Ruby or Sapphire? If there is can someone please tell me how so I can ask my cousin to trade me a Ditto.

Yes, you need the Key Items "Ruby" and "Sapphire" to trade between them.

You need to get a spot in the hall of fame in LF or FR to trade to Ruby or Sapphire
