To evolve seadra it must have the hold item dragon scale the trade it over with a friend and it will evolve into a kingdra.
You can obtain dragon scale by stealing it off of a wild horsea/seadra
Catch a Horsea thats holding a Dragon Scale. Then trade with the Seadra holding the Dragon Scale. It will evolve then.
