You know were groudon is yer? You have to get the different version and i'm sorry because you have to do the same thing over a again.

In Pokemon Sapphire or Pokemon Emerald.
You catch kyogre in origin cave in sootopolis city in sapphire version. You cannot cath him in ruby.
You cannot catch kyogre in ruby, he can only be found in sapphire
In the cave of origin. In slateport city i believe.
Trade. That's it, nothing more to it. Unlike Silver and Gold where both legendaries Lugia and Ho-Oh were available, Ruby and Sapphire do not work by the same principles. Get Ruby and you get Groudon. Get Sapphire and you get Kyogre.
You cannot catch him in Pokemon ruby enless your friend trades one to you or you use cheats. But if you are asking this question for sapphire version then you would find him in the cave of origin!

Battle team aqua underwater in between Sootopolis and Mossdeep, and that mission should lead you to Kyogre in lv.40.
After you beat Aqua leader archie, fly to sootopolis city and kyogre will be in the cave of origins!
