Cave of origin is found in sootopolis city. You can get in there after you have chased team magma from their underwater layer.

Latias is found only after the Pokemon league, it is found randomly around any are in the map (apart from caves) once you have found latias once, it will be in your pokedex, so you can see it at any time.

You get into the cave of Origin by, going to team Aqua's base at route 128 I think. Then you have to go through the cave of Origin and battle Groudon. (The HM waterfall is there too.) Try to catch Groudon, save when you enter the room he's in. After you beat the Elite four, you mom asks you what color they said on the TV. To get Latias say red. Then if your lucky you'll find Latias somewhere. It escapes at the first turn of battle use something like quick attack, or extreme speed. It moves around so, once you see it check you pokedex and you can see it. If you go route by route it will. If you fly, it will randomly go somewhere.

1) Go to Sootopolis City and when you get there, go from the Poke Mart and keep going up the steps, and believe me, you'll find your way there after that.
2) As for Latios, after you beat the Elite Four, you'll end up in front of your TV in your room. Everytime it's flashing, always click on it and see what it says, and when it says, "It's time for Pokemon News!", it will say, "There have been reports of a mysterious Pokemon flying around Hoenn." Then, after that, just go out and look for it. The place I found was on Route 120 to the right of Fortree City. It may take a couple of times, but you will eventually find, and to catch it, use your master ball, because you can catch Groudon, the Regis, and Rayquaza with Ultra and Timer Balls.

Just follow the story line and you'll get into the Cave of Origin. You find Latias randomly in the wild after you beat the Champion.

Cave of origin sorry I have not played the game in a while but you get Latias from trading someone with Sapphire, although you can get latios by just searching random in grass, I have not found this true but it is said it is most commonly found on that route between Mawvile and (very sorry I'm not sure of the name, it's where you do the master rank poke buety contests)
