My blaziken isn't learning blaze kick or sky uppercut for some reason. Is it because I evolved it late? It's lv 47 now and it still hasn't learned them yet. Will it ever learn them?

You could always try taking a heart scale to that guy in fallarbor town to see if he can learn them again.
You might have missed it...go get a heart scale and go to Farllabour town and talk to the Nove Tutor and see if it's there
Blaziken learns Blaze Kick at Level Thirty-Six. (36.)
Blaziken learns Sky Uppercut at Level Fifty-Nine. (59.)
It learns Blaze Kick at level 36 and Sky Uppercut at level 59.
