If you've already beeten the ELITE FOUR, and are somewhat skilled with the mach bike, go to the SKY PILLAR just east of PACIFILOG. try to get to the floor right below RAYQUAZA, and just walk around and keep battling wild pokemon. If you can't get to the top, the bottom floor is fine, but the pokemon get stronger with each floor you climb.

Depending on the pokemon, this ranges from Route 101 to anybody on your Trainers Eyes who will do rematches with you (Trainers Eyes rematches give you larger amounts of exp. than wild pokemon do).

Victory Road is a very good place, but as well the Elite Four is also another good place.
