Hey umm when does the submarine in slateport come cause I have beaten winona the flying gym leader and the boat still isn't there.

Go to Mt.Pyre first...then go back to Slateport and it will be there....

You need to go to Mt.Pyre and drive the team away.

Go to mt.pyre and beat team aqua/team magma and go back to slateport and the boat should be there.
