Question for Pokemon Ruby

I need help I'm stuck on Pokemon ruby I need one more Pokemon to complete my pokedex but I can't find the dragon scale please help.

Sometimes wild Horsea hold Dragon Scales. They are quite hard to find, though, so good luck.

Dragon Scale can be obtained by catching either Bagon's or Horsea...they have 5% chances of having the Dragon Scale attached to them

Your best bet is to go to Pacifidlog Town/Route 132 and fish for Horsea. When you encounter one, rather than catch all the ones you find, use the move that steals the enemy's item (I think it's called "thief") that you can get from TM46. You get this TM when you fight Team Magma in Slateport's museum the first time you visit. ALternately, use the same move on Bagon, whihc is found in the same room as the Dragon Claw TM in Meteor Falls. I hope this helps.
