Question for Pokemon Ruby

Two questions.

1. HOW do you get Staryu? I know you find him around Lilycove but there is no patch of grass.

2. Should I use a master ball on Latios or Raquaza?

1. You don't find him in Grass, in the water.
2. Latios. I found Rayquaza much easier to capture, Latios runs away a lot, so save a 1 Turn capture.

1) You fish for him with a Super Rod in Lilycove's waters
2) Rayquaza. Latios can be caught with a Wobbuffet and a few Timerballs.

1. You fish for him using the super rod and he is rare.
2. Latios. Wait 15 turns and use a timer ball. ( I caught him using the luxury ball).

1 Suf in the water surrounding lilycove.
2 Latios, Rayquaza doesnt run away, however, latios does, so unless you can use Mean look, or have a Pokemon with the ability Arena trap, your best off using it on Latios

1. You don't get staryu in grass it is a water Pokemon (duh) you go and fish for it in the water with a super rod and remember IN LILLYCOVE!

2. You should use the master ball on latios because it runs away you can catch rayquaza with ultra balls
