After you beae the elite 4, it will roam around in hoen.

You simply need to walk around the reigon, Latios will eventually show up, he's random to find.

After you defeat the Pokemon league, you should be able to find him in the grass/water, he moves around all over the place.

Once you have beaten the elite 4 it will be anywhere on the world.
