That fish is a shiny Pokemon, I don;'t know which fish is it but it's sure good to be eaten.

If you mean a Shiny Magikarp, you train it. (duh)
And to enter the Sealed Chamber, you dive up in front of the Braille. Then across the room, you use Dig. Then to unlock the Regis, you need a Relicanth and a Waillord.

A Goldeen? White with orange and a horn? You can evolve it into a Seaking at Level 33 if you want. It can learn Surf, Waterfall, and Dive. They're nothing too special, though, except it gets the move Waterfall by itself-still can't use it out of Battle until you have your 8th badge though, but it's a good move. If it's a Magikarp, it's sort of weak, but then you can evolve it into a Gyarados at Level 20 which will be a quite strong Pokemon (especially Attack, Sp. Defense, and Speed) and gets some decent moves, plus it can learn Surf, Strength, Rock Smash, Waterfall, Dive and a lot of the TM's, too.
You don't enter words in the Secret Chamber-what you need to do is read the words written in Braille that tell you what to do to get inside, open up the 2nd chamber, and get the tombs around Hoenn where the 3 Regi are to open. If you get into the main chamber (by going up where you see an sign in Braille), there is a bunch of tablets that give you the whole alphabet starting from the upper left corner, then going down the 3 below, then back up to the top of the next column, etc., and the last column ones are period and comma. Copy it down and try to decipher the instructions...I did it, so you can, too! If you really get stuck, write again for specific instructions, OK. They're probably in a walkthrough on this site also.
