Cross Stinger answered:

They have to be traded from Fire Red and Leaf Green, which I'm sure Joe wouldn't have forgotten to mention.

cyber_john3000 answered:

I think you can only get the unknowns in FR/LF

BBG_CREECAT answered:

There are "Unowns", but not in Ruby that I've ever seen! You could get all 28 of them on Seven Island in the Tanoby Chambers in the Tanoby Ruins, in FR/LG. In case you don't know there is one for every letter of the alphabet plus ! & ?. Catching all of them didn't do anything special and the only move they have is Hidden Power. You only need one for your Pokedex though. I guess you could cheat, but easier would be to find someone to trade with or go get FR/LG-they're down to $20 new!!!

Master Volthawk answered:

Catch the Unowns on FR or LG and trade them.

Zelda Fan answered:

There are none dude, there are no Unknowns in Ruby.
