You can evolve Clamperl using one of these two items and giving it to a Clamperl then trading it.
Deepseatooth - evolves into Huntail when traded.
Deepseascale - evolves into a Gorebyss when traded.

To get these items, you must first get a Scanner, located on the Abandoned Ship and then take it to Cpatain Stern at the Slateport Harbour. He will offer to trade the Scanner for one of the two items listed above - it's your choice. I wouldn't worry about losing the Scanner coz it does nothing.
