You can go through that trouble with Gameshark or Action Replay...or you can wait for Fire Red and Leaf Green and then for the Aurora Ticket to be circulated. As for the Wish Tag, I highly doubt that it exists on the game.

You have to get Deoxys of new Pokemon Fire Red and Leaf Green, but they're not out yet, so I can't give you any more info. And I don't know what 'Wish Tag' is. You may be thinking of the 'Spell Tag' that powers up Ghost-type moves. You can get that off wild Shuppets, Banettes, Duskulls and Dusclops.
