Go to slateport city and in the contest hall a person will give you one where they are near the machines
It's in Slateport's Contest hall. A little girl will give you one because she has two.
I believe that you get the pokeblockcase at a contest. Just talk to a little girl that is at one of the contest halls and sh e will say "I have two so you can have one" or something like that and there you go you got the pokeblockcase.
Just go to all of the contest halls and toalk to everyone there until you get the case.
