Guy can anyone tell me where to find a super rod because I've got surf but no Pokemon that can use it!!!!!!

Catch a linoone or a zigzagoon because they can both learn surf.
You get it from the fisher man all the in the back of Mossdeep City
Go to Mossdeep and go to the house to the left of the space center,then talk to the guy who is inside of the house.
