Try to paralize it and weaken it then throw an utra ball at it,or just use a master ball.

Get a monster like Wynaut or Trapinch with abilities that trap monsters so they can't run. I'd recommend Trapinch 'cause it's an attacker. Get it to level 50 or so an' don't evolve it!!!

Use a lot of max repels and just go look in the wild.

The only easy way is to use a master ball.

Not really, you need a nice random encounter to happen to catch Latios. Just try putting it to sleep when you encounter it, or paralyze it. That will give you a chance to catch it.
