Question for Pokemon Ruby

How do you get a Seadra to evolve into a Kingdra??? And if you have to use a water stone where can you get 1.

Trade Seadra with Dragon Scale attached.

Trade it holding a dragon scale and it will evolve.

Attach a dragon scale to seadra and level it up.

Give it a Dragon Scale, trade it, then get it back.
