Question for Pokemon Ruby

Hi There everyone
Just wondering if you can get Mew and mewtwo on ruby version and if so how do you get them,hopefully without an action-replay card,lol, oh and how good are jirachi,deoxys and rayquaza. If anybody nows,also can you get Lugia and if so were.

Mewtwo is obtainable through fire red or leaf green only after you beat the league and got the national dex.

Rayquaza is at the sky pillar.

Then the rest of the legendary Pokemon are only obtainable through cheat device.
