On the underwater roots all near Sootopolis, you'll have to be patient as it is very rare.
You have to use Dive in the deep water on Routes 122-126. It is quite rare. Hope this helps!
Look for it under water in the sea weed,near where the 8th gym leader lives.
Route 129 under water, you must use dive and search around. Pokemon Ruby he is harder to fined.
