Talk to the little girl on the left side as you walk into the Slateport Contest Hall.
I don't remember exactly where it is but it's in one of the buildings where you take the Pokemon contests
Go to the Lilycove Pokemon Contest place and there will be a little girl you talk to. She will give it to you.
The woman give's you it for mil from slateport city"can't remember the anme of the mail",the woman is right beside the gambling building.
