You can find it on a dragon Pokemon if you catch one.

Teach a lvl 40-45 Pokemon Thief, use your Super Rod and fish where you get Horsea, use thief, and you might get a Dragon Scale. It can also work on Bagon.

Find a Bagon and either catch it or use a move to steal an item from it and you will have a dragon scale but you might not get it the first time just keep trying and you will eventually get one.

Bagon rarely holds it, but it is your only source to obtain the rare item.
