Where would you find the wish tag on Pokemon ruby or sapphire??

I'm not sure but if you mean a spell tag then you can find one on a Shuppet at Mt.Pyre.

Actually there are two tags in the game. There is the spell tag and wish tag. The spell tag like I said, you can find on a Shuppet and a wish tag you can get on a Jirachi. You cannot find Jirachi in the game though.

If you mean Spell Tag, wild Shuppets may have one, I'm not totally sure.
Wish Tag, you may find on Jirachi, not sure, but you can get a Jirachi from Pokemon Colluseum Bonus Disc, and trade it in to Ruby using a Gamecube Link. It will only be at Level 5.
