Question for Pokemon Ruby

Sorry abouth this I forgot to ask one last thing.
In Shoal Cave, I found all 4 of the ShoalShells, and felt like picking up more. But I have never been able to find ShoalSalt to give to the old man in front to make a Shell Bell, can someone please help?

Hi
The reason you can't find shoalsalt is that you are going at the wrong time.
You have to go at low tide to get them.

The tide changes every eight hours so wait eight hours then try again.
