You need to use them in battle then they will gain experience points, wich will make it gain a level or 2.

The stronger Pokemon you beat, the more experience points.

NOTE: You only gain experience when you win, and if you lose, your Pokemon's experience points WON'T decrease.

You Can Use A Rare Candy!!! or, leave them at daycare, exit the daycare house and run around in circles!
