Exuse me but this may sound stupid but I've looked all over route 116 for skitty but I can't find it anywhere, does this have anythng to do with the saying in dewford hall?
I also started my game again a few days ago I've just got my 8th badge and this is my team so far

If you want to challenge the League now, I suggest building up your levels. By the way, you shouldn't have taught your Groudon Overheat; it will down its Special Attack. Plus which, it learns Fissure at level 60, Solarbeam at level 65, and Eruption at level 75, and you'll be depending on Eruption for a long time to come. If it breaks 65, teach it Solarbeam, because its Drought ability will ensure that it won't need to charge (Solarbeam needs not charge in sunlight). Your Kecleon looks like it could really pose a threat if its level was higher, but consider that it has the ability Color Change, so that its type will change to the type of move used on it Since it knows Thunder, why not drop Slash for Rain Dance so it won't miss? As for Shuppet, it should evolve into Banette really soon. Sometime later it will learn Grudge, and if you use it, the move used on it afterward will lose all of its Power Points if Banette faints! That will be a major problem for your opponent. As for Pelliper, it's good, but come Steven's defeat, you'll find a hearty replacement at Sky Pillar that already knows Fly (take a guess). Your Sceptile is good here, but it will learn Detect later on.
There are not a lot of skitty's in route 116 but you can trade a Pikachu for one in Fortree city.
You team is good but not good enough for the Pokemon League.
Skitty can only be found in-season when the news reporter says on tv, or you could use the white flute and start looking because it worked for surkit in route 117.It does not envolve the dewford saying. Try to get your pokemon's levels from 50-60. Then you shold be ready for the pokemon league.
It has nothing to do with the Dewford Hall.To find Skitty you need to wait until the right season comes.Look on the TV regularly and it will tell you one day when Skitty is easy to find.
Same thing goes for Surskit.
Your team is horrible.That Sceptile is only on level 48 while my starting Pokemon"Blaziken" was on Level 73 at the time when I fought the elite four and I still had trouble while fighting the elite four.
Your 5 other Pokemon should be in between levels 50-55.
Otherwise, your doomed!
Idk about Cross Stinger but I think this team is pretty good. You could level them up a bit more though.
