Ok I have two questions.
1) Ok for this I need dearboy's help. You remember when you submitted that hint that you found a lv. 70 Jirachi on route 116, right? Well I need to know if you had all the pokemon at the time. thank you.
2) I'll need crossy for this one. Please tell me how to get a dragon scale. I've been using thief on every horsea and bagon I find but I can't get one. I even catch those pokemon. Please help!

I can't help you with your first question, but dragon scales are held by very few bagon and horsea.
I'd suggest you teach a linoone covet (learned at lv. 35, pp 40) to use on bagon and lunatone/solrock as well in Meteor Falls, so you can go for stones as well.
And note that when you capture bagon, horsea, and lunatone/solrock, you almost never get an item you would through theif/covet
