Question for Pokemon Ruby

How do you get the door to the gym in Sotopolis you open. I've done everything but it won't let me in.

Once you capture Groudon/Kyogre Wallace will unlock the gym.

This is long, so listen up. You must follow Captain Stern's submarine. Once you find it work your way through the cave. After that you will meet Steven. After that, go to Sootopolis, and find the Cave of Origin. Work your way through the cave (the ground will shake! It's okay), and save when you first see Groudon (he only comes once in the game). Try to catch him. If you catch or kill him, you will be able to go in the gym. Wallace is the water-type gym leader. Good luck!
